 Mr. EVO MORALES, PRESIDENT OF THE PLURINATIONAL STATE OF BOLIVIA
 (the Nation of Origin of my mother and me).

1. SECOND MANIFEST ON HUMAN RiGHTS VIOLATION IN SWITZERLAND ON MY MOTHER, Ms. ANGÉLICA MORALES DE FERNÁNDEZ (with alzheimer desease since 2004) and on myself her son, SIMON MORALES.
2. IN REGARDS TO THE RESOLUTION TAKEN BY Ms. REGULA MADER, Prefect of Bern, and Ms. MICHELLE WENGER,Judge of Pease in Lausanne, IN ORDER TO <<SEPARATE>>MY MOTHER FROM ME.
3. TO <<SEPARATE US>> WAS USED THE INTERVENTION OF AN ARMOR-PLATED SQUAD OF 4 POLICEMEN (in the night of Wednesday 22 November 2006 at 20:30 hs.) THAT BRUTALY ASSAULTED US IN MY LAST APARTMENT IN BERN.
Notice: In the Helvetian Confederation an armor-plated squad of 4 anti-terror policemen intervenes in general against terrorists groups, organized criminals, drug dealers and armed murders.

4. SECOND MANIFEST FOR RETURNING US BACK TO OUR LAND OF BIRTH: BOLIVIA.

1) The Passport of Bolivia from my mother expired in 2004.
2) The Helvetian Residence Permit “C” of my mother also expired in 2004.
3) My own Passport of Bolivia expired in July 2009.l
4) My Helvetian Residence Permit “C” expired in July 2009.

Mr. Evo Morales, President of Bolivia,
Newly today (Sept. 2009) I took for the second time the resolution to address myself to you by means of this second Open Letter and second Manifesto that have the aim to be considered as a public declaration of universal interest as my First Open Letter to you on 31 April 2009.

My mother (1925), born in Cochabamba is now 84 years of age and was diagnosed with the Alzheimer disease 5 years ago (the average life expectancy of patients with Alzheimer illness is of 10 years).

Since 3 years ago (2006) she has been put -by the Swiss Authorities - in a home for old aged people in Lausanne (French spoken city). -And not in a home specialized in the treatment for old aged patients with Alzheimer disease-.

My mother lives in the Helvetian Confederation, has a residence permit “C” that was guaranteed to
her in accordance to the International Convention on Family Reunion which my brother and I signed up about 24 years ago in a common agreement with the Bolivian Consulate and the Swiss Authorities in Lausanne.
My brother, Carlos Morales (1954), sculptor and designer of handcrafts jewelry, lived with his family of 4 children closed to our mother in Lausanne for the last 24 years.
He died 9 years ago (Oct. 2000) after 2 brain-operations in the CHUV hospital in Lausanne after an alpine accident nearby that town.

At that time our mother was under the social care of the Social Assistance in Lausanne.
And after she was diagnosed with Alzheimer (2004), she was put under the social and medical care of the SMS of Lausanne (Service Médico Social).

Since the death of my brother -and even since she was declared with the Alzheimer illness- I have been visiting our mother from Bern to Lausanne more frequently than ever before.

<< My mother and I are the only living members of our direct family >>

1) Not being able to obtain adequate answers from the SMS which had taken the responsibility for the health of my mother
 -as they had promised me-.

2) Realizing that my mother was not getting the right social and administrative help (Service Social)
 -as they told me they would do-.

3) Seeing that our mother was alone and abandoned, I brought her with me, from Lausanne to Bern with the intention of setting up her future residence with me, partially in my apartment, and when necessary in a clinic specialized in Alzheimer disease in this Capital Town.

-In Bern I had been living and working in my independent profession of sculptor and designer since 1976 with a Swiss Permit of Residence C-.

In Bern I would have been able to spend most of my time with my mother and not only once a month as is the case now since Mrs. Regula Mader (Social Party SP), << separated >> us in the night of Wednesday November 22 2006 at 20:30 hours applying an extra-cantonal FFE law for the withdraw of liberty of my mother. (FFE = welfare-driven withdraw of liberties.

<< The anti-terror squad of 4 policemen were unable to show this law to me because they did not have at all any written reason or justification with them for that intervention >>.

Mrs. Regula Mader (SP) had established with Mrs. Michelle Wenger, the use of an armor-plated squad of 4 anti-terror policemen -no any policewoman was with them- whom << separated us >> using brutal and drastic physical manners against my mother and me:

A)
It was winter time (Nov. 2006):
At home my mother was dressed at that evening in light clothings. The anti-terror police squad brought her out in the cold and put her into a long big black police assault-bus in the same way as they do to criminals.

After some minutes awaiting and parked by the door entrance of the house they droved my mother to:
1) The UPD Waldau (Psychiatric Service of the University of Bern) from this psychiatric clinic she was later taken to Lausanne,
2) to the CERY Hospital (Hospital for patients in geriatrics illnesses) and from there, my mother was brought
3) to the EMS Nelly Carrard Pre-Fleuri, Souvablin; where my mother is now forced to be there since March 2007.

B)
 Two agents of the anti-terror squad :
1) pushed me to the wall,
2) handcuffed me,
3) broke my medical eye-glasses with their boots,
4) damaged my digital video camera -with which I was recording their actions-
5) and so they took with them the recorded video tape.

<< All of their violence against me happened in direct presence of my mother who was sitting in the living-room >>.

-Neither the authorities from Bern or from Lausanne had never given to me any responsible explanation nor a written reason for this brutal and traumatizing anti-terror police intervention with the intention to <<separate>> my mother from me-.

-Even now after my many, many requests to the Helvetian Authorities in Bern and Lausanne, have not brought me, to any official explanation from their part-

B. AUTHORITIES IN SWITZERLAND

1. Mrs. REGULA MADER 0041 31 634 31 11
 This lady is the Prefect of the city of Bern.
Mrs. Mader belongs to the Social Democratic Party (SP), she has commanded the armor-plated anti-terror-squad of 4 policemen in order to <<separate>> my mother from me in the time in which I was negotiating with the authorities of the cities of Bern and Lausanne my mother's new residence in Bern in the period of September, October and November 2006.

 My mother, by being together with me until that time (2006), still had a good use of reason in her doings and makings.
 She was then in her 2nd year of Alzheimer disease.

 -People who knew my mother and me -before and during those 3 months- can entirely confirm my views concerning her wellbeing together with me-.

 My mother is now in a Home for old ageing people. This private Home EMS Pres-Fleuri (belongs to Mrs. Nelly Carrard) has no the special attention required for patients with Alzheimer disease.

 When my mother was with me during September, October and November 2006 I was entirely at her disposal with my whole attention for her needs, talks, walkings, doings, makings, feelings and mental trainings according to the Alzheimer books suggestions that I purchased at that time.

 -Actually I dispose of my whole time because I do not work any more; I do not exhibit any more my works as sculptor and designer and since April 2000 I am supported by the social security from Bern because I was working all over Switzerland for 25 years.

1) Mrs. Mader commanded just by telephone (without any writing and signed resolution) to the armor-plated squad to put my mother under the decision of the FFE law (for withdrawing my mother's freedom).

2) Mrs. Mader did not respect the Art. 34 from the FFE law of 10 days for appeal in which I could stand our rights.

3) Mrs. Mader did not respect the Art. 8 from the European Convention for the Protection of the Family.

4) Mrs. Mader accepted an extra cantonal FFE law from the Judge of Peace in Lausanne, Mrs. Michelle Wenger, in order to bring my mother back to Lausanne.

5) Mrs. Mader has asked (-by means of a letter-) to the Chief Dr. Ulrich Junghan at ATK (-a daily psychiatric clinic in Bern-) to establish also a FFE law resolution against my own person too in order to shut me up in the psychiatric clinic UPD Waldau nearby Bern.
-Chief Dr. Junghan refused to do the FFE required by Mrs. Mader against my person because there is no any reason or cause whatsoever to shut me in a psychiatric clinic.

6) Mrs. Mader delegated her own responsibilities to Mrs. Wenger. And so she wrote to me -as answer to my first letter to her in November 23 2006- that I address myself back to the Judge of Pease in Lausanne, Mrs. Michelle Wenger.

7) Mrs. Mader, with her resolution to <<separate>> my mother from me, is the person in Bern who is responsible for all what my mother and me are undergoing ever since her intervention.

 << Mrs. REGULA MADER HAS ACCELERATED THE NATURAL LIFE TIME-EXPECTANCY OF
MY MOTHER BY BRUTALLY BRINGING HER TO BE VEGETATING IN A PLACE WHERE SHE IS NOW FORCED TO DIE SOONER THAN AWAITED AND WITHOUT ME>>.

2. Mrs. MICHELLE WENGER 0041 21 316 10 60
This lady is the Judge of Peace in Lausanne.
Mrs. Michelle Wenger (just 2 days after the squad intervention) refused to give to my doctor, Mr. Beat Siegrist any explanation or answer about the reasons or causes for that brutal intervention on Nov. 22 2006 from the armor-plated squad.

1) Mrs. Wenger asked to Mrs. Mader, to apply the FFE law against my mother who started suffering the beginning of Alzheimer disease in 2004.

2) Mrs. Wenger did never communicate me (as it should be done according to the FFE law, Art. 34) the reason of that violent application of that brutal resolution.
3) Mrs. Wenger did not show any written and signed medical certificate of health which was necessary to obtain from Dr. Madelen Urstein, the doctor of my mother in Lausanne since about 20 years.

4) Mrs. Wenger did not give me (according to Art.34 from FFE law) the Rights of 10 days to present appeal.

5) Mrs. Wenger did not respect the Art. 8 from the European Convention forProtection of the Family.

6) Mrs. Wenger has not given to the Consul of Bolivia in Lausanne, Mr. Carlos Eberlein, any answer about my Rights concerning the propriety and belongings from my mother.

7) Mrs. Wenger has not given any answer or explanations -to the consul Mr. Eberlain- of the reason for the dismantlement of her apartment without previous notifying it to me.

With that decision of dismantlement of the apartment:

This lady is the Councilor in the city of Bern.
Mrs. Olibet belongs to the Social Democratic Party (SP).
I met her in four different opportunities in her function of Councilor at several meetings of public domain and interests:
1) At her office
Predigergasse 5 in Bern (2007-2008).
-I could only have contact with her secretary who never answered me after my second intent to have a personal talk with her chief Mrs. Olibet-.<<Mrs. Siegrist, is the gentleman and doctor of good will who has “helped” us as humanely as it was for him possible to do >>

2) At the Forum for Foreigners Kornhaus Library in Bern (2007).
In this occasion I asked by microphone to:
a) Mrs. Tola from Alzheimer Association in Bern
b) the Councilor Mrs. Olibet
c) the Organizers in general
d) and the audience and partakers:

For the reasons
<< Why in this forum was not being taking in account the mothers fathers from the foreigner people living and working in Switzerlaand>>

-In their bulletins of information was nothing written about the elderly relatives, and specially in this forum itself was absolutely nothing mentioned about them.
-Nobody, absolutely no one in the audience, neither the organizers nor Mrs. Olibet and Mrs. Tola have answered anything towards the grandparents of foreigner people settle down in Switzerland

3) At the Christian party of the Salvation Army:
 In Bärenplatz (2008).
In this party there were too many people around Mrs. Olibet that I had not any opportunity to talk with her as Councilor about my problems with the Authorities.

4) At the Forum Demenz:
In Hotel Kreuz on November 12. 2008 together with Mrs. Tola, the organizer, from
Alzheimer Association Bern, of this forum about brain diseases (Dementia).
Mrs. Olibet did not interest herself about our situation in relation to:
a) the Authorities in Bern and in Lausanne,
b) the Prefect, Mrs. Regula Mader,
c) the armor-plated squad of 4 anti-terror policemen, -no woman police was with them-,
d) the Judge of Peace in Lausanne,Mrs. Michelle Wenger,the Alzheimer Associations in Bern and Lausanne,

 << in all of these opportunities Mrs. Edith Olibet has showed me to have no any concern about the situation of my mother and me >>.

4. Mrs. MARIA LUISA D´ANGELO 0041 21 315 75 11
This lady is a Social worker in the Social Service in Lausanne.
Mrs. D`Angelo negotiated for my mother -for more that 20 years- all what had to be done and made with the social administration and medical care in Lausanne.
Mrs. D`Angelo never has given any answer to the letters and telephone calls from the Consul of Bolivia in Lausanne, Mr. Carlos Eberlain, concerning:
1) The ‘holding back’ of the money (from the rent for old age people that my mother had the rights to get, anywhere in Switzerland), in the period Se. Oct. and Nov. 2006 while she was with me in Bern.
 I appealed to the consul of Bolivia for clearing this point out with Mrs. D`Angelo-.

 -The consul confirmed me twice this right of my mother in Switzerland-.

 Meanwhile (those 3 months) I took good care for the expenses -of my mother and me- with rent that I have as an unemployed artist in Bern.

2) I was waiting for the renewal of the Passport and the Residence permit C of my mother as well as for the documentations of the International Convention for Family Reunion.

 -The consul, Mr. Eberlain, asked to Mrs. D`Angelo about these documents -by lettering and telephone- without receiving any answer whatsoever from the part of this social worker.

Mrs. D`Angelo did not give to our consul the documents of the INTERNATIONAL CONVENTION OF FAMILY REUNION by which my mother is legally in the Helvetian Confederation at the charge of my brother and me since about 25 years ago.

-Mrs. D´Angelo always refused to receive me in her office with the argument that the medical service SMS in Lausanne was now in charge of my mother-.

 -And since my mother was declared with Alzheimer disease Mrs. D`Angelo simply implied that I must wait and wait until the Judge of Peace Mrs. Michelle Wenger, decides for a guardianship-.

C. BOLIVIAN AUTHORITIES IN BOLIVIA

I wrote to this gentleman on March 2009 to inform him what my mother and I were actually undergoing since November 22 2006 with the Swiss Authorities:

1) That I have no any answer whatsoever to my letters from the part of the Authorities in Bern or Lausanne.
2) That I wrote to the Ambassadors of Bolivia in Berlin and Paris and to the Consuls of Bolivia in Lausanne and Basel.

E. BOLIVIAN AUTHORITIES IN SWITZERLAND

 This gentleman is the Consul of Bolivia in Lausanne.
 Mr. Eberlain could not at all obtain any kind of answer from the Administration in Lausanne.
 -Neither from the Judge of Peace, Mrs. Wenger nor from the social assistant, Mrs. D`Angelo-.

About this FFE-Order:

1) It was set up “just by telephone” from the corridor of the house of my apartment in Bern on -Wednesday at 20:30 hrs. Nov. 22. 2006- between one agent from the anti-terror squad and the Prefect Mrs. Mader.
2) There was no any writing, signed and there was no one explaining the oral order to me.
3) There was no any communication or information to our Bolivian consulates: neither in Lausanne nor in Basel about the resolution for withdrawing the freedom of my mother (FFE ).

 <<Our Consuls and people in the Administration in Lausanne and Bern knew that I am her only living son>>.

 This gentleman is the Consul of Bolivia in Basel.
 Mr. Blatman has not sent me yet the copies of the documents of my mother concerning her residence in Switzerland.

I urgently asked for this copies to his secretary in November 2008.

F. MEDICAL CORP IN BERN

10. Mr. BEAT SIEGRIST 0041 31 333 19 11
This gentleman is my doctor in general medicine in Bern.

<<Mrs. Siegrist, is the gentleman and doctor of good will who has helped us as humanely as it was for him possible to do >>

1) My doctor since February 2000 and

2) for my mother during September, October and November 2006.

3) With him we sent the inscriptions to several Home-institutions for old aged people with Alzheimer disease in Bern.

4) Since the intervention of the anti-terror squad, he contacted the authorities in Lausanne and Bern, but did not have any answer.

 -Dr. Siegrist

a) has the highest comprehension of the damaging, cruel and traumatic problems that Mrs. Mader and Mrs. Wenger have created to my mother and me
b) and he understands also the most difficult solution which now I ask to you Mr. President:

 In spite of his efforts to get informations and official answers, Dr. Siegrist was not able to obtain any kind of answer from:
a) Mrs. Michelle Wenger, Judge of Peace in Lausanne.
b) The doctors of the private EMS Pre-Fleuri in Lausanne.

11. Mr. Ulrich Junghan 0041 31 632 88 11/ 79 640 84 76
This gentleman is the Chief Doctor in Psychiatry at:
The ATK, Psychiatric Urgency Daily Clinic.
Dr. Junghan is the doctor in psychiatric issues whom I consult since February 2006.
I asked him for advice and guidance in order to get my Rights back in order to work in my profession as independent sculptor and designer (I worked in Bern since 1976).
Dr. Siegrist suggested me that the ATK would be the appropriate clinic that could help me to get contacts with the Mart-police in order o be back to my work again.

But after the intervention of the armor-plated squad I asked to Dr. Junghan for an urgent assistance in order to:
a) First of all, to bring my mother closer to me in Bern and

b) Only later on to pursue with my aim for my reintegration into my work.

c) “Dr. Junghan suggested me that he could offer me much more and efficient help if I let myself be declared as a psychiatric sick person”.

d) “For this purpose he delegated a team of 3 social workers at ATK: Mrs. Marianne Fuss,
Mr. Paul Alber and Mr. Patrice Cramatte.
-“Dialectical and argumentative differences” have created a bad and unwilling approach, of the ATK team people, towards my mother and me-.

Since the intervention, from the anti terrorist's armor-plated squad I try that the ATK cooperates with me in order to reunite again my mother and me in Bern. Until now I have not achieved to any result to protect my suggestions propositions and interests.

 <<Nevertheless and anyway I am thankful for all what Dr. Junghan is partially doing (in this difficult case with the Administration in Bern); for the attention, caring, and compromise with which he treats me in our meetings>>.

G. PSYCHIATRY CLINICS IN BERN

12. THE TEAM AT ATK IN BERN 0041 31 632 46 95
The ATK is a psychiatry daily urgency clinic.

None of the medical or social workers at the ATK had any serious interest to solve my problems with the Administrations in Bern or Lausanne concerning the intervention of the anti-terror squad.

<<The problems that “some Authorities” in the Administration in Bern and Lausanne have created (to my mother and me) are much too difficult for the ATK people to solve>>

13. Mr. PYTHON 0041 31 632 46 90
 This gentleman was working (2006-2007) as social assistant at ATK for my issues in German and Spanish.
 Mrs. Python understood my stand points and arguments, reasons and resolutions towards the Authorities in order to be together with my mother in Bern.

 Mr. Python does not work anymore at the ATK since 2007. And since his departure, all my negotiations with the authorities of the Administration in Bern have become more and more complex in the social and healthy matters for my mother as well as for me.

 <<First of all, I ask to the authorities in Bern and Lausanne to confirm that my mother is living in the Confederation according with the International Convention of Family Reunion>>

 Mr. Pyton in January 2007 was with me and defended my arguments and positions at the Police Station (Waisenhausplatz) where I made my denunciations and complaints for:
 The happening on Wednesday 22 November 2006 at 20:30 hours at my last last apartment in Bern:

1) Use and abuse of authority from the part of Mrs. Regula Mader.

2) Physical-mental brutalities and material damages from the part of the anti-terror armour-plated squad of 4 policemen against my mother and me.

14. Mr. PAUL ALBER 0041 79 435 06 94
This gentleman is a social worker at ATK for my issues in German.
Mr. Alber is a very authoritarian man towards me. He has a very bad willing to my complex issues of violations of human Rights in confrontation to institutions, organizations and associations in Bern.

Mr. Alber lost in March 2008, the letter with the answer from the Judge in Bern to my complaints against Mrs. Regula Mader and the anti-terror armor-plated squad of 4 policemen.
In those resolutions I had 30 days to present a written appellation. Now to obtain a copy of those resolutions is only possible by showing up my actualized documents that are now expired since 2009.

This gentleman is a social worker at ATK for my issues in French.
 Mr. Cramatte is the second social worker at ATK who has a very bad will towards my mother and me.
 -Mr. Cramatte and I have often conflictive talks and argumentative differences-.

 By Mr. Cramatte many times my mail and contacts with the Administration in Lausanne were stuck up and cumulated or abandoned.

 He refused to contact Mrs. Dominique Golay, the guardian of my mother in Lausanne, in order:
1) to ask her about the reasons for her drastic refusal to talk with me,
2) and for asking her which is the exact mandate on her from the judge Mrs. Wenger.
3) In 2007 and 2008 I obtained the help from KGB (Christian office for helping people in the streets).
 Mr. Oliviero Petenatti, principal at KGB assured me that his institution will take in charge the payment of the lawyer.

 But Mrs. Fuss and Mr. Cramatte blocked me in my intent to obtain the appropriate lawyer.
a) These two social workers prohibited me to use the telephone from ATK. (it was for contacting lawyers, Institutions and for searching an apartment for me).
b) They prohibited me to use the photocopy machine at ATK too. (it was for mailing documents to lawyers and organizations).

 The lawyer would have been paid through:
a) PRO MENTE SANA Zürich or
b) KGB Bern.

 << In this way -by the bad unwilling part of Mrs. Fuss and Mr. Cramatte- my mother and I lost the only possibility to have the right lawyer >>.

 This lady is a Social worker at ATK for assisting me to renegotiate my Bolivian Passport and the Swiss residence Permit-C.
 The Foreigners Control Police has confiscated my Permit-C without giving me any responsible explanation. During 2 years I was in the insecurity of my residence in Switzerland.

 << Mrs. Fuss has done nothing to get the reasons for that measure of confiscation of my documents; she did not stand to defend my Rights on that measure>>.

H. PSYCHIATRY ASSOCIATIONS FOR BERN

 I consulted with the secretary Mr. DEMMLER-SCHÖNENBERGER in 2008 who indicated me to contact the same Institution: PSYCHEX GENF for the issues in Lausanne.

 -The secretary sent me a list of the lawyers who PSYCHEX ZÜRICH could finance as well in Bern as in Lausanne-.

 <<The people at this Office were very amiable and comprehensible but their lawyers, at the end of my interviews with them, were very deceiving >>.

 Mrs. De Marzano suggested me to talk back with Mrs. Münger from Psychex Zürich about the intervention of the armor-plated squad.

 Organization for the Assistance to Patients in Psychiatry, Zürich
 This organization offered me for the first time in 2007 (-after they having consulted to Dr. Siegrist and Dr. Junghan-) to pay the lawyer for my issues in Bern.

 The social workers Mrs. Fuss and Mr. Cramattete from the ATK had forbidden me:
1) The use the telephone.
2) The photocopy machine at ATK.

 Two years after, for the second time in 2009, PRO MENTE SANA offered me again the payment of a lawyer.
 This second time in the person of Mr. Rolf Rötlisberger in Bern.
 Mr. Rötlisberger, at the beginning in November 2008 showed a divided and partial interest in our case.
1) Mr. Rötlisberger and me agreed in contacting my doctor, Dr. Siegrist, in order to formulate and write together with him the inscriptions to the several Homes for old aged people with Alzheimer.
2) Mr. Rötlisberger surprisingly in January 2009 has completely disinterested himself from our situation.

In Jan. Feb. and March 2009 I wrote (with the help of Mr. Walo, the actual principal at KGB,) 5 urgent letters
 -Mr. Rötlisberger never answered to me or to Dr. Siegrist about my urgent letters in which I asked him for his promises and his professional engagements.

 << I put in acknowledgment to PRO MENTE SANA about the abandonment and indifference from the part of Mr. Rolf Rötlisberger but this organization has not yet communicated me the reasons about the lack of answer, from this lawyer>>.

Mrs. Münger promised me, in February 2007, for the first time , that her institution will pay the cost of a lawyer.The social workers at ATK: Mrs. Fuss and Mr. Cramattete blocked my searching for a lawyer in 2007-2008.
1) Then Mr. Oli Petenatti, the Principal at KGB gave me several lists with the names of lawyers whose institution could pay too:

2) also Mr. Petenatti came personally in two occasions (2007-2008) to ATK to assure to Mr. Alber that KGB would pay the cost of a lawyer.
3) At the end of 2008 Mr. Petenatti was not working any more at the KGB.

 -At that time there was not any more money at KGB and so they could not pay the cost for a lawyer as they promised me-.

 Then I contacted again PRO MENTE SANA. Mrs. Münger in November 2008 offered me for the second time to pay the lawyer Mr. Rolf Rötlisberger in Bern.
 I interviewed Mr. Rötlisberger for the first time in November 2008.

 Although in the beginning Mr. Rötlisberger showed me to have interest in our case but at the end he left me simply waiting and without answering to any of my urgent letters that I wrote with Mr. Walo at KGB.

 In summer 2006, while my mother was with me in Bern, she suffered a second heart attack in my apartment.
 I called the ambulance; they carry my mother urgently to ZIEGLER hospital.

1) I visited my mother 2 times a day: at mornings and at afternoons.
2) The doctors and the medical staff knew that my mother was suffering Alzheimer disease,-because I told them about-.
3) They were seeing me twice every day visiting my mother.

 At my visit in the afternoon of the 6th day:

 The doctors at Ziegler hospital profited from my absences at midday’s (because at that time I am always at lunch at ATK).

 <<These doctors acted without communicating me their decision to bring back my mother to Lausanne>>.

 In my daily telephone calls to my mother in Lausanne, I realized -in the laps of a week- that she had remained always all alone and without the right medical care.
 Then: I went to reach for my mother and I brought her by me at my apartment in Bern.

 This is the hospital in Lausanne where my mother went to in 2004 due to her first heart attack happened while she was alone in her apartment at
 VAL PAISIBLE (her last apartment for selfsufficient elderly people).

 My mother arrived alone in a taxi to the urgency service of the CHUV hospital.
 From Bern I tried to reach her at the telephone without success.
 Then I contacted with the house keeper at the Home Val-Paisible, she told me that my mother went to the hospital.

 Once in Lausanne I was everyday by her side and in contact with the doctors, nurses and guardians.
 The doctor who took care for my mother explained me that my mother was at the beginning of Alzheimer illness and assured me

1) that the SMS, Social Medical Services (Mrs. Grossjean), would take care of all what has to do with her medical convalescence.
2) and told me that her future social situation will stay as before in charge of the Social Service of Lausanne (Mrs. D´Angelo).

 The SMS although has promised me that they will take care, attention and sensitivity for my mother; at the end of 1 ½ years, disappointed me in the effective medical care attendance and social assistance that they were giving to my mother.

 << They never answer me about the sort of medical treatment that was prescribed to her neither about the social assistance that they were offering her >>.

 This is the geriatric hospital where my mother was brought into in November 2006, after the intervention of the anti terrorists squad in Bern.

 From the hospital CERY my mother was brought to the private Home EMS Pre-Fleuri from Mrs. Nelly Carrard.

25. Bern State Police Department; now it is the Bern Cantonal police Department.
 In January 2007, together with Mr. Python (ATK) I presented personally my denunciations at the State police at Waisenhausplatz in Bern:
1) Against Mrs. Regula Mader, Prefect of Bern.
a) For having made use and abuse of her authority by commanding an anti-terror squad of 4 policemen without previous advice.
b) For setting up (-only by telephone-) the FFE law measures to withdraw the freedom of my mother on November 22 2006.

2) Against the armor-plated squad of 4 anti terrorists policemen for:
a) Not having a policewoman within them.
b) The physical brutalities against my person in the living room and at the direct presence of my mother.
c) Having smashed my glasses with their boots
d) Stealing the digital video cassette with the recordings of that intervention.

 The resolution from the Judge to my denunciations came in March 2007 to my temporary address at ATK.

 The assistants at this office suggested me to get a lawyer in order to become my rights back because they assured me that:
1) An FFE law resolution established only by telephone and without a written announcement, to me , has not value at all.

2) Mrs. Mader established this resolution just by telephone with the armor-plated squad in the ails of my last apartment.

<< At the time of the withdrew of her freedom my mother she still had her apartment in Val-Paisible. She led a simple life taking good care for herself, her doings and her makings >>.

3) An Extra cantonal FFE law resolution should have to be done with the medical attest from her doctor Mrs. Urstein.

4) The FFE resolution should have to be sent to my mother or to me but:
a) as my mother is an old aged person with Alzheimer and

c) she had not yet a tutor or guardianship,
d) the FFE law resolution -according to the Art. 34- should have to be sent to me because I am her son and her only living relative.

5) The people at the FFE Office in Bern had given me new hope to prove and demonstrate the unjustified and brutal measures that were taken by:

b) The armor-plated anti-terror squad of 4 policemen,

4) In 2008 Mrs. Frick did not advance really much with my claims in our case.
5) In 2009 Mrs. Frick showed no to have any more interest on my case.

 Since my mother was declared with Alzheimer.
1) Mrs. D´Angelo, at the Social Assistance Lausanne.
2) Mrs. Grossjean, at the Service for Medical Social Assistance (SMS).

 Both ladies told me, promised me and assured me that they would take care for all what concerns to my mother.
1) Mrs. D´Angelo did not care to renew the Bolivian Passport.
2) Mrs. D`Angelo did not renew the Swiss Residence Permit-C.
3) Both documents are expired since 2004.

 -I insisted many times to reach Mrs. D`Angelo by telephone; only her secretary answered me that I should wait until the Judge of Pease gives to my mother a tutor.
 With the Social Medical Service:
1) My mother has almost not visited her doctor, Mrs. Urstein, during the period 2004-2006.
2) It was agreed with Mrs. Grossjean at CHUV hospital that my mother will receive the adequate health care.
3) I asked to the staff at SMS about it and the only answer was that:
a) they already take ‘good care’ of my mother and that
b) my mother ‘will have a tutor or guardianship’ and that
c) I should ‘wait for the Judge of Pease’ to decide.
 << My mother having Alzheimer disease since 2004 should have to visit more seriously, regularly and often her doctor Mrs. Urstein >>

 The nurse from SMS after a couple of months let my mother at her Apartment, every weak, the several medications on the night table:
1) 5 or 6 pills which my mother should have to take herself every day,
2) and my mother having Alzheimer disease and
3) being all alone
4) used to take those pills in an irregular, unconscious way
5) putting her own health even more in danger.

 That is why when I sow that state of things:

Mrs. Carrard is the owner and director of the private EMS Pre Fleuri in Lausanne.
 This home is a private clinic for elderly people where my mother is since March 2007
This EMS Pré-Fleuri is not at all specialized in Alzheimer Treatments as I red in books and informations about this illness.

1) Mr. ERICH CARRARD, the grandson of the director, faking to be the “new director” of that EMS put me in 2 occasions out of my visits using of the force of the police -in presence of my mother and other pacientes- in 2008.

2) Mr. Erich Carrard has said lies to the police and to me because he has never be the director of that EMS Prés Fleuri.

3) Y address myself to Mrs. CLAUDIA FRICK lawyer at Centro Social Protestante to defend my rights and to get the reasons for the withdrawings of my visits to my mother.
This lawyer has interested herself quite late in these cases about the EMS and the Police.

4) Then I consulted with Mr. DANILI CASTRO from the Asociation GRAAP from Lausanne but he could not do nothing to defend my rights for visiting my mother.

5) I went to the POLICE STATION IN LAUSANNE to present my claims for abuse of power by those 2 agents whom put me out of my visits.

 This lady promised me -in my first interview with her in Lausanne- to send me the copy from the ertificate of health which had to be made by Dr. Urstein.
 1. The FFE Bureau in Bern confirmed me that necessary first step is:
 To present the certificate of health in the case of a person with Alzheimer disease.

 -Mrs. Touberez has not yet sent me the copy of the health certificate which Dr. Urstein should had to given to the Judge of Pease in Lausanne and the Prefect in Bern -.

 << My mother was put under the FFE law without any kind of medical certificate >>

 This gentleman is a Doctor at the CERY hospital en Prilly-Lausanne.
 -Dr. Ceresa never answered to my questions about the health of my mother that I asked him
 through my doctor Mr. Siegrist-.

 This gentleman is a doctor of Internal Medicine (FMH) at EMS Pre Fleuri
 Dr. Siegrist and me tried to get in contact with Dr. Favre.
 Dr. Favre answer us with the pretext that we should wait until the Judge of Pease, Mrs. Wenger, give to my mother a tutor or guardianship.

 << And so, Dr. Favre implied that eventually, I could know about the state of health of my mother >>.

X. GUARDIANSHIP IN LAUSANNE

63. Mrs.DOMINIQUE GOLAY 0041 21 651 03 48 / 021 647 20 32
 This lady is the tutor or guardianship for my mother appointed by Mrs. Wenger in March/April 2008.
 I present recourse but it was no taking in account :
1) First of all I am the natural tutor of my mother and
2) Secondly my mother is in Switzerland since1984 under the Law of the International Convention for Family Reunion.

 I called to Mrs. Golay very often and I let her several messages in her telephone answering machine.
 During two months I tried to contact her again and again . There was only her telephone answering machine on.
 I let her urgent messages in order to meet her.

 Finally I met her in the EMS Pre-Florie, I was in the company of Mr. Cramattete, the social worker at ATK.

 This ‘tutor’ from the very beginning showed me to have a total lack of interest concerning the whereabouts from:

The propiety of my mother at her apartment.
Her private belongings of jewelry, photos, clothings,gifts etc.

Due to my insisting questionings now Mrs. Golay refuses to talk with me:

-Mrs. Golay contacts only and exclusively with Mr. Cramattete-.

-Mrs. Golay refuses to communicate with me any further-.

 He knows my mother and me personally from the meetings in which we took part yearly from 1996 to 2000 in the Palest of the Nations in Geneva about:

 We turned to Mr. Bürger in order to ask him for his support and advice but he cannot do anything:
1) Although we recognized ourselves as Aymara.
2) We live in the Helvetian Confederation since many years.

 We are under other situation than that established for the indigenous communities.

 I contacted this lady by telephone. Mrs. Angst was friendly and amiable at the telephone.
 Mrs. Angst sent me several documentations about: The Helvetian Confederation against racial discrimination.
1) I explain her by telephone what was happening to my mother and me with the Helvetian Confederation and some of its Authorities.
2) At the beginning she showed interest to receive me.
3) She sent me the magazines TANGRAM 17 and 22
 About the racism in the Confederation and in the world

 I asked her -by a letter that I brought myself to her office- for an urgent subsequent meeting but:

 This gentleman was the principal in the period 2002 to 2008 at the KGB.
 KGB is an Organization of Churches to help ‘poor people in the streets’ of Bern.
 Mr. Petenatti with his good will has helped me in all what was possibly:
1) He heped me to get in touch with lawyers, organizations, bureaus, administrations, hospitals, associations, etc, etc...
2) He compromised with me and Mr. Alber (ATK) for the payment of the lawyer for our case.
3) Mr. Petenatti left his work as principal in the KGB in October 2008.

 This gentleman is the new principal at KGB.
 Mr. Walo took office in November 2008 after Mr. Petenatti left.
 Mr. Walo helped me with my letters to the authorities in Bern, Lausanne and Zürich.

1) Together with Mr. Walo I wrote 5 urgent letters in January, February and March 2009 to the lawyer Mr. Rolf Rötlisberger asking and urging him to contact me.
2) Mr. Rötlisberger was suggested to me by PRO MENTE SANA Zürich.

 -Mrs. Rötlisberger has never answered to my 5 letters-

 I only informed Mr. Flückiger about what was happening with:

3) The Judge of Pease in Lausanne.

 <<Mr. Flückiger could not help me arguing that my problem is not in his juridiction because the police in Bern is not any more State-police ,now it is Cantonal police>>.

 I related Mr. Manfer what was happening to my mother in relation to her rights and my duties.

 Mr. Manfer promised me to send me the documents that my mother should sing in order for me to confirm my rights -as her son and only heir- for taking charge of our belongings.

 Mrs. Thouberes promised me that she would contact with Dr. Urstein to obtain a copy of the medical certificate which was necessary in order to apply the FFE law resolution for
 withdrawing the freedom of my mother.

 I met Mrs. Thouberes in 2 occasions in Lausanne and several times I asked her by telephone for her promised copies of that health certificate.

 -Until now I have not received any answer from her part although I insisted on her many times about the medical certificate.

 a) The reasons for an `Extra Cantonal Order´ from the part of the Judge of Pease in Lausanne,Mrs. Wenger.
 b) The reasons for the application of the FFE law resolution without the medical certificate from Dr. Urstein.
 c) The reasons for the dismantlement of the apartment of my mother with all our common belongings.
 -I am her son and natural heir of our proprieties-.
 d) The reasons for the elimination of the ashes of my brother.

 Mrs. Cristen was very partially concerned in our case in 2008.
 In my first interview with her: Mrs. Cristen contacted by telephone with the Bureau from Mrs. Mader.
 2 weeks later in her office she read me a letter with an answer.
 And told me that she had sent already a copy to the ATK.

 <<The ATK has never received this or any other letter from Mrs. Cristen. and so the mandate to her remained without further proceedings>>.

 Lawyer on Rights and Help for Victims in Psychiatry.
 Mrs. Münger from PRO MENTE SANA in Zürich has offered me for the second time that her Institution was going to pay to Mr. Rötlisberger as my lawyer. After several personal interviews in November and December 2008 Mr. Rötlisberger was half concerned in our case:
1) He was supposed to get in contact with my doctor, Mr. Siegrist, in order to write together with him the inscription to the several homes for elderly people with Alzheimer disease in Bern.
2) And with a very reticent will he suggested me to proceed later on with my complaints against the:
a) Prefect from Bern, Mrs. Regula Mader.
b) The anti-terror armor-plated squad of 4 policemen.
c) The Judge of Pease, Mrs. Michelle Wenger.

 -From the very beginning I wanted that Mr. Rötlisberger takes my mandate in order to work out both of my complaints together.
 Between January to April 2009 I sent him 5 letters –writing by Mr. Walo at KGB- but Mr. Röthlisberger has never answered to any of my urgent mails.

 <<All these 94 People and Institutions are very aware of what my mother and me are suffering since the intervention of the anti-terror squad of 4 policemen. And none of them have done anything to validate my Rights to be with my mother and her Rights for being with me>>.

 For all what has happened to my mother and me:

Dear Ladies and Gentlemen

I would like to make you know what my mother (With Alzheimer desease since 2004) and me are going through with the Swiss Authorities since 5 years ago.

I consulted (Since Nov. 22 2006) with many Swiss Organizations, Alzheimer Associations, Offices and Lawers on Human Rights without receiving at all the right consideration or effort to bring my mother and me closer -for this last years of our lives-.

<<After innumerables difficulties with the Suisse Administration I asked “for an Urgent Intervention” to our President Mr. EVO MORALES from Bolivia>>.
